The policy should address site clearance and the issuance of construction licences, they said. More than 20 years ago, Phu My Hung became the first model of a New Urban Zone in the city. Located in District 7, it covers more than 300ha, including condos, houses, villas, shopping malls, schools and hospitals. Since then, Phu My Hung has been one of the city’s most celebrated new urban areas. Around her dozens of other workers are making bags on sewing machines, but not Bien: Her job is to affix the company label on the bags, and she gets less than VND100,000 ($4.32) a day for it. She was given that job after failing to learn sewing despite eight days of training at the factory. "It's too difficult, I can't sew," she says. Bien is one of many Vietnamese trafficking victims rescued from China who returned lost, damaged, with little assurance their life would ever go back to the normal old days. The EU-Vietnam Free Trade Agreement (EVFTA) was signed in Hanoi on June 30. Once taking effect, it will eliminate 99 percent of the import tariff lines between the two sides in 7-10 years. This is the highest commitment level Vietnam has received among the FTAs it has inked.
