The pickup truck driving competition, part the national tourism year programme hosted by Quang Ninh this time, has attracted 80 teams with 160 members from across Vietnam. The teams are set to compete in four events on both natural and artificial locations. Over 90 per cent of the capacity added in 2017 in the region came from China, which increased its total installed capacity to 341,190 MW. Japan is second in the region with an installed capacity of 49,905 MW. It is followed closely by India with an installed capacity of 49,382 MW. In India, added capacity was contributed by the 1,200 MW Teesta III project in the Himalayan north-eastern state of Sikkim. In its rough draft, the ministry proposed an increase in the registration fees for pickup trucks and van with carriage capacities of less than 1,500kg and fewer than five seats in order to ensure fairness for cars with fewer than nine seats. The new fee for the two types of vehicles will be equal to 60 per cent of the first registration fee for cars with nine seats or fewer and the second registration fee rate will be 2 percent of the value of the vehicle. As per the decree No.140, the first registration fee for cars with nine seats or fewer is 2 percent; however, at present, the two types of vehicles are used for carrying passengers and cargo but other trucks are used to only carry goods. The proposal is expected to help increase collection for the state budget, ensuring the management over vehicles as well as controlling means of transport in big cities. The Ministry of Finance has proposed an increase in the registration fees for pickup trucks and vans with carriage capacities of less than 1,500kg and fewer than five seats in order to ensure fairness for cars with fewer than nine seats. The fee for pickup trucks and vans, registered for the first time, is only 2 per cent of the value of the vehicle, while cars with nine seats or fewer face fees of 10-15 per cent, depending on the locality in which they’re registered. This is one of the points in a draft report sent to the Government proposing amendments and supplements to a number of articles in the Government’s Decree No. 140/2016 /ND-CP on vehicle registration fees.
