Starting next year, the city will formulate plans on its own and call for investment later, the city's party leader Truong Quang Nghia said at a Tuesday meeting with almost 1,000 city residents. He said reviewing the city's general urban plans has been a key task undertaken by the municipal administration for the past two years. Earlier this year, the city had hired Singaporean consortium Sakae Corporate Advisory-Surbana Jurong as consultants to make adjustments to its master plans from now until 2030 and with a vision until 2045. Based on advice from the two firms, Da Nang, considered the third major city in Vietnam after capital Hanoi and southern metropolis Ho Chi Minh City, will make development plans on its own. Vietnam was hit by some extreme weather conditions this year. With mercury levels soaring to record highs, the country experienced a summer that could be described the hottest in its history. Average temperatures eclipsed those of previous years by 0.5-1 degrees Celsius, hitting an average 39-42 degrees in many parts. Huong Khe District in central Ha Tinh Province reported a record 43.4 degree Celsius, or 110 degrees Fahrenheit, the highest temperature ever measured locally. Air quality in Ho Chi Minh City and Hanoi soared from bad to worse this year with pollution indexes in both cities nearing "dangerous levels" to create widespread health concerns. One killed, 13 missing as storm Wipha causes flash floods in Thanh Hoa
Flash floods swept away 20 houses in Quan Son District at 5 a.m. Saturday, leaving three people injured while 13 others are still unaccounted for. At least one died in the north central province, according to local authorities. Pham Van Tieu, chairman of Na Meo Commune, Quan Son District, said: "The fierce floods came when people were sleeping, so there's little time for them to do anything." The search efforts have been undermined by heavy downpours and landslides, he added. On July 31, Thanh Hoa resident Bui Dinh Khiem, 58, was swept away by flash floods and his body is yet to be found. Vietnam flights to Japan delayed as storm threatens Tokyo
The national flag carrier said Friday that ten flights scheduled to leave HCMC and Hanoi for Japanese cities like Osaka, Nagoya and Tokyo on Saturday will have their departure delayed by 22 hours on safety considerations. In addition, the airline announced the cancelation of four flights, including two from Da Nang to Osaka and two from HCMC to Tokyo. Those affected by flight cancelations on Saturday will be given seats on Sunday flights. It advised passengers to stay updated on the status of their flights as well as on weather conditions. As of Friday, the center of the storm Hagibis was around 400 kilometers (250 miles) west of Chichijima, in the Ogasawara Islands, and was moving north-northwest at 25 kph (15 mph), Japan Times reported.
