The Ministry of Education and Training (MOET) has published 32 textbooks for eight subjects and experience activities, but these do not include textbooks for English. According to Tien Phong, at the workshop titled ‘Vietnam Education Publishing House and the task of renovating general education program and textbooks’, in the North, the publisher introduced four sets of sample textbooks which have been approved by the Appraisal Council. Article 5 of Circular No 33 on standards, process of compiling and editing textbooks, says that textbooks must properly and fully present the content of learning subject curricula or educational activities; and they must be basic, scientific, practical and consistent with the reality of Vietnam. Therefore, there must be specific regulations and standards on using foreign textbooks for Vietnam’s schools. The visit is part of activities in the Vietnam-Russia defence cooperation plan in 2019. While in Vietnam, the Russian vessel will take part in a joint drill on search and rescue activities for submarines in distress, with the participation of the Vietnam People’s Navy and the Russian Navy. Drug addicts make shoes at Bau Bang Rehabilitation Centre in the central city of Da Nang (Photo: VNA) Hanoi (VNS/VNA) - Drug addiction among young people has remained high and is the main cause of crimes among them, with half of young addicts having committed crimes, according to the Ministry of Labour, Invalids and Social Affairs (MoLISA). Nguyen Trong Dam, Deputy Minister of Labour, Invalids and Social Affairs, said that the ministry estimated that there are about 222,580 drug addicts nationwide, most of them under 35. Of that, 8 percent started using drugs when they were adolescents. The rate of those using synthetic drugs, such as methamphetamine, ecstasy, ketamine, amphetamine or cannabis was rising annually, by an increase of between six and eight percent a year on average. In big cities such as Dong Nai, Da Nang and Tra Vinh, about 80 percent of drug addicts were reported to use synthetic drugs.
