Heavy downpours submerged multiple places in northern Vietnam on Monday morning, with Vinh Yen City in Vinh Phuc Province suffering the most serious flooding. Rainfall ranging from 70 to 190 millimeters battered many provinces in the region early on Monday morning, the National Center for Hydro-meteorological Forecasting reported. In Vinh Yen City, Vinh Phu Province, a torrential rain resulted in severe inundation in various locations. Such major streets as Nguyen Tat Thanh and Me Linh were flooded, leaving traffic paralyzed on many sections. The situation posed countless difficulties for commuters, especially motorcyclists.
