HCMC – Investigators of HCMC’s Tan Phu District today, March 22, decided to prosecute and detain Nguyen Binh Tuan, aged 27, and Nguyen Ba Diep, aged 23, for allegedly offering loans at extremely high interest rates from 240% to 810% per year.
Earlier, the local police had arrested seven people in an apartment on Hoa Binh Street in the district after pursuing them for a while, and discovered 51 files linked to usury activities in Tan Phu and other districts in the city.
Preliminary findings from the police revealed that Tuan moved to HCMC from Hanoi in May last year to work as a loan shark. He created and used a Facebook account named “Homebank-Ngan hang tai nha” (Bank at home) to find potential borrowers.
In September 2020, Tuan asked some others to pool their money to offer loans at high interest rates. When a customer asked for loans, Tuan, Diep and some others in the group would verify the customer’s address, keep a photocopy or the original version of his or her identification card, the household registration book and related documents.
After completing the verification step, Tuan would transfer money to the borrower’s account and collect daily installment payments.
The police are working on the case.
