The Government, in an attempt to resolve land-related issues and simplify the legal framework, issued Decree No 69/2009/ND-CP on August 13 to amend a number of provisions on land use planning, land rental rates, land reclamation, and resettlement and compensation. Taking effect tomorrow, Decree 69 vests in provincial People’s Committees with broader discretion to determine the annual land rental rates within a range of 0.5 per cent to 2 per cent of the annual published land price. Now is the time for many large-scale projects to disburse ODA funds, but are there other impacts increasing the disbursement rate? Rapid disbursement rate of large-scale projects has had a positive impact. Close co-ordination between the Vietnamese Government, donors, especially Japan, and the banks have simplified procedures. This has helped accelerate disbursement. Has slow progress in clearing land been a problem? Yes. Many predict that it will be difficult to reclaim land for ODA funds for urbanisation in Ha Noi and HCM City - and building a feeder road to the south of Nhat Tan Bridge. CTC in deal with consortium for land reclamation in Can Gio By Dinh Dung - The Saigon Times Daily HCMC - Can Gio Tourist City Corporation (CTC) on Monday signed a contract with Dai Phu Gia-South Construction consortium to start construction of waterworks and land filling in the first phase of an urban-tourism project underway in HCMC’s outlying district of Can Gio. The VND1,060 billion construction tender package, signed at the Sheraton Saigon in downtown HCMC on Monday, will allow the consortium to fill some seven million cubic meters of sand to reclaim 151 hectares of sea surface for the development of the Saigon SunBay project. Reclamation project faces longer suspension The Saigon Times Daily HCMC – The Ministry of Natural Resources and Environment has asked the Prime Minister to order Dong Nai Province to extend a suspension of Toan Thinh Phat Company’s urban rehabilitation and development project by the Dong Nai River, VietnamPlus reports. The ministry made the suggestion more than two months after Dong Nai Province issued a decision putting on hold the reclamation project worth up to VND3.2 trillion in Quyet Thang Ward, Bien Hoa City as requested by the investor and after scientists, experts and people objected to the project for fear of serious environmental impact. The longer suspension is aimed to give competent agencies more time to review the environment impact assessment report as the consulting and appraisal units for the report said reclamation would not affect much the flow of the river on the bank where the project is developed and nearby bank sections. "A project intended to commemorate the millennial anniversary of Thang Long - Hanoi has not finished land compensation and site clearance yet because land owners do not agree with undervalued prices. If the land had belonged to them, it would have been very different,” said Lawyer Truong Thanh Duc, Deputy General Director of Hanoi-based Maritime Bank.
