In the opening address, PM Chinh said global instabilities had impacted both Viet Nam and the US, requiring the companies to help address the challenges. Viet Nam in recent times had strived to keep macroeconomic conditions under control, including exchange rates, inflation and interest rates, as well as budget revenues and expenditure balances, food security, imports and exports. Developers clamour for legal clarity, Illustrative image (Photo: VNA) Nguyen Manh Ha, vice chairman of the Vietnam Real Estate Association, said that tourism real estate needs to break down barriers to development as soon as possible, in order to move alongside the general economic recovery. “Currently, mechanisms and policies for resort real estate are unclear, especially in terms of new types of real estate such as condotels, officetels, and second-home villas in resorts,” Ha said. The legal framework has not kept pace with the reality of hospitality and resort real estate development, thus partly hindering the growth momentum of these types of property, Ha added. They are not given a right use certificate, known as a red book in Vietnam, because they are built on land plots permitted for developing tourism property only, and not for residential projects. Public-private partnership (PPP) is a mechanism and common practice to mobilise and encourage investment in areas promoted by governments. The main characteristic of such projects is that both private investors and public authorities share the risks and responsibilities in construction and operation. The public sector typically contributes only a small portion to these projects, with the private sector still in charge of construction and operation. The risks of these projects typically involve the phases of selection, approval, design, construction, financing, operation, and management phases. Over the years, Vietnam issued several decrees before the new Law on Public-Private Partnership Investment was promulgated in 2020 and took effect from January 2021. The Ministry of Health announced that it has issued more than 14 million COVID-19 vaccine passports to the general public, a month from its official rollout on April 15. The passport is now available on the national COVID-19 app PC COVID-19 (available on both iOS and Android systems) or Digital Health (Sổ sức khỏe điện tử) apps. The vaccine passports have 11 fields of information: name, date of birth, nationality, the targeted disease, doses of vaccines received, date of vaccination, lot number of the vaccine batch, type of vaccine, vaccine product received, the vaccine manufacturer, and a code for the certification. Data has been encoded into a QR code. The code will expire after 12 months. Following their expiry, people will be notified, and a new QR code will be created.
