By Quoc Hung - The Saigon Times Daily HCMC - Provincial departments of Planning and Investment's business registration units continued to apply procedures as usual on Thursday, even though the Government's national online business registration service took effect on June 1. However, local departments have not yet received any instructions from the Ministry of Planning and Investment on how to apply the registration. As a result, HCMC, Danang, Binh Thuan and Hai Duong are still registering businesses as normal while they await instructions. Business registration will be simplified under Decree No.43/2010/N?-CP (Decree 43) via an online system, which will benefit enterprises. The time to register a business will be cut from 10 days to five, and applicants can lodge complaints if they do not receive their certification within the allocated timeframe. City to resume online business registration soon Thu Hien By Thu Hien - The Saigon Times Daily HCMC – The HCMC government will resume the online business registration procedure for enterprises two years after the job was suspended, said a local official. Nguyen Anh Tuan, deputy director of the municipal Department of Information and Communications, told a meeting on the topic here on Wednesday that his department and the Department of Planning and Investment (DPI) had proposed resumption of this procedure to make life easier for entrepreneurs. The city’s information technology system for online business registration was suspended two years ago when the Ministry of Planning and Investment launched the unified National Business Registration Portal. Firms can do any business that is not illegal under the amendments being drafted by the Central Institute for Economic Management and to be presented to the National Assembly this year or next. Current regulations, effective since 2005, require firms to spell out their business areas when registering and doing any other business is punishable. Deputy Minister of Investment and Planning Nguyen Chi Dung said at a conference that the law over the past nine years has constrained business freedom since setting up one is complicated and unnecessarily costly. “That is why Vietnam’s business environment gets low rankings,” he said. Tho said that during the past two years, Uber and Grab have expanded the transport market by bringing a larger variety of choices for customers. Besides, Uber and Grab’s appearance created competition with traditional taxi brands, forcing traditional taxi companies to adjust fares as well as improve service quality.
