Draft Circular Instructing Investment Activities in Vietnam: Many Problems in Related Documents Must be Tackled The VCCI has recently cooperated with the Ministry of Planning and Investment (MPI) and Star Vietnam to organise a conference to seek delegates’ opinions for the draft circular instructing several contents of investment activities in Vietnam. The circular aims to deal with in the current Investment Law and document related to investment activities. A representative from the compiling board, Do Nhat Hoang, Vice Head of the MPI’s Legislation Department, said despite the two-year application of the Investment Law, many contents of which need to be revised. "Some 20 contents should be revised”, he said. According to the compiling board’s statistics, up to more than 100 problems of investment activities need to be dealt with. Who Drives Economic Reform in Vietnam’s Provinces? This report is the outcome of a joint project between the Institute of Development Studies (IDS) and the Vietnam Chamber of Commerce and Industry (VCCI). Below is the summary of the report. Vietnam has undergone rapid and far-reaching economic transformation. The decentralisation of certain economic powers from central to provincial government has contributed to this success. This report asks who drives economic reform in the provinces, exploring the role of business and government and alliances between the two. The authors compare two provinces in the North and two in the South, observing how different alignments of interest influence the reform process. The research shows that in those provinces which are making most progress in economic reform, the private sector played an important role. Not against government but with government. (VOVworld) - The Asian Development Bank (ADB)’s Trade Finance Program will provide the Ho Chi Minh City Development Joint Stock Bank (HDBank) and Saigon-Hanoi Commercial Joint Stock Bank (SHB) with guarantees of up to 100 million USD a year to support trade activities in Vietnam.
