Since starting in late 2017, the city authorities have focused on building four centres, considered the four “pillars” of the project, which are a database centre, an operating centre for a smart city, a simulation centre to forecast local socio-economic strategies, and an information security centre. The city’s common database and open database eco-system is operating at Quang Trung Software Park by integrating the databases of various city agencies. At a conference organized by the municipal administration to announce the plan, the city's leaders said they wants to make Da Nang smart in six major areas: administration, economics, traffic, environment, life-quality and citizens. The city will also develop smart systems for education, healthcare, food safety, tourism, agriculture, trading, drainage, waste management, traffic and security. It will build a center for operational monitoring, smart public services and open data whereby it is freely available to everyone to use and republish as they wish, without copyright restrictions patents or other mechanisms of control. Investments for this smart city project will come from private investors and public private partnerships, officials said at the conference. Director Bùi Xuân Cường said the department had collaborated with technology firms to integrate the HCM City Traffic Portal with the Zalo app. They can find information about traffic flow, roadblocks, accidents, traffic congestion and current traffic via live images captured by 700 traffic cameras.
