Kickbacks in medical equipment procurement exposed in Vietnam
Giving and taking kickbacks in procuring coronavirus test kits during the COVID-19 pandemic has been uncovered across Vietnam, with dozens of health officials arrested for involvement in price gouging for illegitimate profit by a supplier discovered five months ago. So far, more than 30 health officials, including three seniors from the Ministry of Health and the Ministry of Science and Technology, and eight directors of provincial centers for disease control (CDC), have been arrested for receiving 'commissions' as kickbacks from Viet A Technology Corporation (Viet A Corp.), which had illegally raised prices of test kits to earn huge profits. The latest arrest took place on May 11, when Ha Giang Province CDC director Nguyen Tran Tuan and his two subordinates were apprehended on charges of taking bribes. Thinking back to 2018, Ly May Hanh said that every time a passenger coach passed by, around 20-30 people of the Dao, an ethnic group in Vietnam, rushed forward, with some offering brocade and others selling medicinal plants to the visitors. Some days, they could not sell anything. When visitors are nearing Ta Phin bamboo forest, a tourist hotspot in Ta Phin Hamlet, Sa Pa Town in northern Lao Cai Province, a cool breeze comes up as a welcome relief to them especially after they have had to cross a bumpy trail with rocky mountains on one side and a deep abyss on the other. The sounds of forest birds twittering and leaves rustling mingle with admiring voices of the young visitors. Thailand had won gold medals in the men’s and women’s team regu events at the ongoing regional sporting event, while the hosts Vietnam earned a bronze in the men’s team regu and a silver in the women’s category. The bus took the Thai delegation to famous tourist destinations in Hanoi such as the Hanoi Opera House, Ba Dinh Square, and Thang Long Imperial Citadel. Vietnamese lender SeABank to sell up to 15 per cent of its stake to foreign investors
In response to an inquiry from Bloomberg News, SeABank CEO Le Thu Thuy said that the bank may make an offer to sell around 13.78 per cent of its current charter capital. The bank has not as of yet settled on a particular agenda for the potential deal. According to persons who are familiar with the subject, the bank is working with a financial adviser to try to pique the interest of potential purchasers, which may include private equity firms and other financial institutions. SeABank could allegedly sell up to 15 per cent. One of SeABank's former minority owners was the French financial institution Societe Generale SA, which has been a stakeholder in the Vietnamese bank for close to ten years. With the onset of the rainy season in the delta, the country’s largest rice, fruit and seafood producer, the saltwater intrusion has been declined significantly, local reports say. The delta normally faces saltwater intrusion in the dry season which lasts from December to April, severely impacting agricultural production and the lives of locals. To cope with saltwater intrusion in the just concluded dry season, farmers implemented various prevention measures as advised by local authorities, including building temporary saltwater prevention dams and storing fresh water.
