Photo courtesy of VUS HCM CITY — Foreign-language instruction could greatly improve the quality of the educational system, but language-proficiency outcomes in recent years have been disappointing, Minister of Education and Training Phùng Xuân Nhạ has said. The ministry had made great efforts to improve the quality of foreign-language instruction, but the expected goals had not been met, Nhạ said at a forum held on Saturday in HCM City. Nhạ said that teaching needed to be improved at the primary to high school levels so that less time was needed to study a foreign language at tertiary levels. This is a key finding from HSBC’s Expat Explorer survey, which polled 18,059 overseas workers from 163 countries and territories through an online questionnaire between March and April this year. The respondents were invited to share their opinions on the country they were currently living in, in terms of their satisfaction with quality of urban living, political stability, work life balance, disposable income, career progression and economic stability. "Most expats moving to Vietnam say they were able to quickly adjust to the way of life there, feeling at home within the first few months of arriving," an HSBC report says. Expats also expressed surprise at the benefits of working in Vietnam. Many receive salary increases which, given the relatively low cost of living, provides them with far more spending power to enjoy everything the country has to offer. A 70-year-old man in the south-central province of Khanh Hoa has received an excellent bachelor degree in civil engineering technology. HCM City Open University held a ceremony to grant degrees to 83 people who finished a distant learning course during the 2014-2018 period. Tran Xuan Thanh, 70, from Khanh Hoa Province was among them. Tran Xuan Thanh (left) receives excellent bachelor degree in civil engineering technology. This is the second bachelor degree Thanh has achieved in the past eight years. In 2014, he graduated via long-distance learning in economic law. According to Thanh, he received a high-school graduation degree in 1967 but he couldn’t take a university entrance exam. After that, he opened an aluminium frame workshop at his home. Ten years ago, he heard about long-distance learning and so he decided to follow the law course when he was aged more than 60. Students seek information about university admission requirements. — Photo tuoitre.vnViet Nam News HCM CITY – Several universities have included English as one of the criteria in their enrolment plans for the 2019-2020 academic year. HCM City Medicine and Pharmacy University, for example, has three enrolment plans for new students this year. Of the three, the second requires students have a TOEFL iBT 60 or IELTS 6.0 score. The plan is being used for one-quarter of medicine and pharmacy majors. Similarly, Foreign Trade University (FTU) for the first time will admit new students based on their high school performance and English competency. Applicants eligible for FTU’s enrolment plan should be high school graduates from specialised maths, physics, chemistry, literatures and language classes from specialised schools nationwide. At the Youth Entrepreneurship Forum 2018 last month, Minister of Information and Communication Nguyen Manh Hung suggested that the Prime Minister should soon recognize English as the second official language of Vietnam to help startups reach out to the world. The proposal stirred a heated discussion on social media and prompted numerous professionals to pitch in with their views and opinions. While some welcomed the idea and supported widespread use of the language in Vietnam, others were wary of the cultural, legal and other implications of formalizing it as an official language. Everyone agreed that it was good to improve English use and fluency in the country, so the debate boiled down to whether declaring and using it as an official language was a feasible, practical option for Vietnam.
