Russia to assist Vietnam in building e-government

Russia has agreed to assist Vietnam in building an e-government as well as help the Southeast Asian country ensure information safety, a Russian deputy minister for digital development said in Hanoi on Monday.

Russian Deputy Minister of Digital Development, Communications and Mass Media Mikhail Mamonov is leading a delegation on a working visit to Vietnam from February 18 to 20.

The guests, including Russian experts and firm representatives, had a working session with Vietnamese Minister and Chairman of the Government Office Mai Tien Dung in Hanoi on Monday.

Vietnamese Prime Minister Nguyen Xuan Phuc established the National Committee on E-Government and assigned the Government Office to work with the Ministry of Information and Communications, and relevant agencies to build a detailed plan for the 2019-2020 period, Dung said at the meeting.

Vietnam will launch platforms on data sharing and put into operation a national public services portal, with a view to building smart urban areas.

Focus will also be directed on developing human resources, regulations, and technology to support the establishment of the e-government.

Minister Dung pointed out the lack of a national population database, while online public services are limited to the territory of each province and city.

He hoped that Russia will share its experience in e-government development as well as effective measures to ensure information and cyber security.

According to Ngo Hai Phan, deputy head of the Government Office's Administrative Procedure Control Agency, Vietnam is striving to improve the operation efficiency of state administrative apparatus and service quality.

The goal is to increase the country's e-government development index, Phan added.

Deputy Minister Mamonov spoke highly of Vietnam's goal of boasting a high e-government development index.

Russia also wants to cooperate with Vietnam in personnel training in information technology and cyber security, the official stated.

At the session, the Russian delegation introduced the strengths of a national platform in processing dispersed data. Delegates were divided into three working groups to discuss with Vietnamese partners certain fields.
