Through cooperation, the four will support each other to promote the strength of each member in the field of activities in accordance with their orientation to serve education needs. Specifically, they will develop cooperation in the fields of training, science and technology, student support activities, facilities, communication and education quality assurance. In the field of training, they will cooperate to train and foster lecturers and specialists, exchange lecturers and experts to learn experiences among the members. In terms of science and technology, the four will coordinate and develop plans, programs, projects and scientific research projects in line with the common interest; as well as setting up strong research groups and bidding for the projects from the provincial to the central level.
